Electronic Case Reporting (ECR) Software Development - Programmer

The ECR programmer will develop software solutions to receive, validate, parse, and store data from incoming reports and will provide enhancements and bug fixes after initial go-live. Additional responsibilities will include providing subject matter expertise for relevant Clinical Document Architecture (CDA) and Fast Healthcare Interoperability Resources (FHIR) standards as well as plans for further processing that may be necessary to integrate the new ECR data stream into existing production disease surveillance systems.

The ECR programmer will:

  • Work with DOHMH DDC programs to design and implement quality assurance controls for ECR
  • Build, maintain, and improve the pipeline for transfer of data from the Reportable Conditions Knowledge Management System to the surveillance registries
  • Advise DOHMH DDC on implementing HL7 CDA R2 and HL7 FHIR for Public Health Case Report
  • Attend meetings and calls, and take notes as necessary
  • Produce updated technical design, data flow, and architecture diagrams
  • Provide source code of the implementation of the technology design
  • Design database and implementation scripts
  • Perform test case documentation and provide results
  • Implement solutions to security items identified

Required Skills:

  • candidates must have a minimum of 4 years of experience with writing application software, data analysis, data access, data structures, data manipulation, databases, programming, testing and implementation, technical and user documentation, software conversions; environments include but are not limited to mainframe, mid-range, personal computers, laptop; available to assist and/or lead in the design of program specifications and the implementation of software solutions.

Candidates must also have a minimum of 3 years of experience in the following areas:

  • Working in public health surveillance informatics (electronic case reporting preferred)
  • Validating, parsing, and storing HL7 messages based on public health implementation guides (CDA R2 and FHIR preferred)
  • Relational database management systems and SQL
  • Object oriented programming languages such as R, Python, and Java
  • Writing test case documentation and providing results
  • Developing technical design, data flow, and architecture diagrams
  • Implementing security solutions
  • Excellent technical, communication, and writing skills
