Job Description:
  • Serve as a senior resource for all technical and integration testing activities:
    • Interfaces
    • Integration
    • Reporting
    • ETL/Data
  • Coordinate and supervise testing activities with developers, testers, and business representatives;
  • Write and execute tests to validate products and software applications;
  • Contribute to the development of Accessibility Quality Assurance test philosophies and methodologies;
  • Build and/or execute comprehensive automation scripts and manage testers doing the same;
  • Review business and technical design documentation to identify gaps in analysis and critical areas for testing;
  • Partner with Business Analysis and Design team to ensure that functional and technical requirements are defined and validated;
  • Help manage User Acceptance Testing (UAT) activities with internal and external stakeholders;
  • Develop and execute test plans that assign and track testing activities across teams;
  • Map testing documentation to business and technical requirements and develop a protocol for test script updates;
  • Review vendor test scripts for thoroughness and accuracy;
  • Identifies viable test strategies to support testing product functionality;
  • Create a full test suite throughout the testing process;
  • Manages the QA function for strategic projects;
  • Implement QA industry standards/best practices with defined benchmarks and measures;
  • Resolve issues and contribute to the business unit/area development;
  • Provide updates to Program Management Office and Tech Strategy Management;
  • Partner and collaborate with members of multiple project teams to ensure QA, development, and project management are aligned;
  • Meet with managers and developers when needed to discuss Data and QA-related issues;
  • Attend and report in daily scrum meetings to stay informed on day-to-day activities;

Desired Skills/Experience:
  • Minimum of 4 years’ experience with writing application software, data analysis, data access, data structures, data manipulation, databases, programming, testing and implementation, technical and user documentation, software conversions
  • Environments include but are not limited to the mainframe, mid-range, personal computers, laptop; available to assist and/or lead in the design of program specifications and the implementation of software solutions.
Quality Assurance:
  • Understand and write/update functional and technical documentation.
  • Script and execute key business testing activities:
    • Preprocessing
    • Encumbrance Roll & Lapse
    • Annual Close/NYTI
  • Script and execute all external interface testing activities:
    • Inbound interfaces
    • Outbound interfaces
    • Integration programs
    • ETL jobs
    • Reports
  • Script and execute any tests related to key systems, such as FMS and PASSPort, and those of agency partners.
  • Intermediate SQL skills (select, insert, update, joins, data types, subqueries/nested queries, etc.)
  • Experience using SQL Developer, SQL Plus and FTP clients.
  • Familiarity with HTML/CSS/XML, web services and SoapUI testing.
  • Demonstrated understanding of ETL processes and scheduled automated processes.
  • Demonstrated understanding of SDLC environments/tiers and their functions (DEV, TST, STG, PRD, etc.).
  • Experience testing on various web browsers and browsers versions and configuring browser settings.
  • Understand and write/update Functional and Technical documentation.
  • Experience in creating automated testing scripts for both functional and performance testing.
  • Ability to learn and understand complex Business Processes and Business Rules quickly.
  • Problem-solving and issue resolution skills.
  • Communicate with 3rd parties as needed for requirements gathering.

  • Lead meetings and prioritize assignments.
  • Learn and adapt to new management software systems (i.e. Remedy, HP Quality Center, SharePoint, etc.).
Business:
  • Experience working in an agile methodology and creating agile deliverables.
  • Experience using requirements and/or testing management tools (e.g. Confluence and Clarizen).
  • Experience in projects related to Sourcing / Procurement.
  • Experience with the legacy technology in use at MOCS today (to be sunset) is helpful: Documentum xCP and Blaze Rules Engine.
  • SDLC system implementation of ERP and/or procurement software.
  • Previous experience with FMS, the City’s ERP system.
  • Delivery of broad client-side system integrations with particular focus on SaaS implementations/configurations.
  • Experience natural language and programming language: .NET, Java, C#, C++, R, Python, SQL.
  • Proven success overseeing the on-time delivery of large complex programs led by System Integrators and their subcontractors.
  • Advanced education in computer science, information technology, and related engineering fields.
  • IIBA professional certification.
  • Experience with leading and/or managing critical aspects of a Portfolio or Project Management Office (PMO) including strategy alignment, capacity management, benefit-cost (ROI) analysis, evaluation and KPI analytics, prioritization and interdependency evaluation, roadmap development and risk management.
