Shift Timings: M-F 8 AM to 5 PM. Nights and weekends may be needed as workload dictates.

This position is expected to work on-site during the onboarding period. Due to Covid restrictions, this person may/will be allowed to work from home once they are up-to-speed. Remote working will be a function of the Covid restrictions that are put in place and how they evolve over time.

Description:

SUMMARY OF POSITION:

Provide Management direction to assure Plant Compliance with Federal and Local Environmental, Health, and Safety Regulations by following internal and Global EHS Procedures and Policies and OSHA Regulations.

REQUIRED:
  • SAFETY AND OSHA REGULATIONS KNOWLEDGE AND EXPERIENCE IS REQUIRED.
  • Actively participate in the analysis of problems of the different situations presented by collecting inputs from various sources and promote discussion with plant staff and division groups to reach agreement on appropriate priorities establishment for capital expenditure, maintenance programs, and/or new systems for the Safety, Health, and Environmental issues
  • Conduct risk assessments for the implementation of new systems and the improvement of current EHS programs to assure compliance of our operations in a proactive manner.
II. MAJOR RESPONSIBILITIES:

List all major responsibilities of the position in order of importance and priority to the overall job. Describe the outcome that must be produced in accomplishing the job. Each supports the overall purpose of the job.

1. Implement the elements of the Chemical Process Safety Program to assure compliance with regulatory agencies and Technical Standard.
2. Develop, revise, and prepare Safety & Environmental Trainings based on new Regulatory requirements, Basic Operating Procedures changes, or Divisional / Corporate requirements and provide EHS Trainings to different departments and areas as required by Basic Operating Procedures, Training Matrix, and Regulatory Agencies.
3. Lead Plant Incident Investigations, including Fire, Spill, and Medical incidents, by collecting inputs from various sources and promote discussion with Plant groups to reach agreements on appropriate actions and recommendations.
4. Serve as a facilitator in providing the guidance and direction to the Safety Committee group at the Plant.
5. General responsibility for the development of safety criteria to eliminate or control hazards encountered in the operation and maintenance of the Plant.
6. Lead Plant EHS Self Assessments and Risk Assessments by collecting inputs from various sources and promote discussion with Plant groups to reach agreements on appropriate actions and recommendations.
7. Provide guidance to different departments to assure compliance with Federal and local Regulations by following Plant / Divisional / Corporate Procedures and Policies.
8. Implement, revise, or prepare EHS Procedures and Programs to meet Global Standards, Federal and Local Regulations by collecting inputs from various sources and promote discussion with Plant groups to reach agreements on appropriate actions and recommendations.
10. Develop recordkeeping and report generation systems as to fully support the regulatory agencies, Corporate and Division requirements with respect to compliance programs.

IV. NATURE AND SCOPE:

A. Scope of Authority:

1. Job Accountability:

This position is responsible for the safety of the employees, assuring a safe working environment, protect the environment, protect the property, maintain regulatory compliance, maintain EHS programs with external entities such as government, EHS support to all departments within the company.

The position is accountable for identifying projects which involve in terms of performance objectives, and to further develop such projects into proposed programs which will meet legislative, Corporate Division policy and performance requirements.
The incumbent is expected to determine the adequacy of existing activities and facilities in terms of acceptable risk. The incumbent is also responsible for providing technical experience.
Is responsible for the reliable and adequate operations of Safety equipment, Engineering Control and Safety Operations.
The incumbent has the authority to stop any operation that will put in danger the life of employees or that could affect the property or equipment.

B. Qualifications:

1. Education:

Bachelor Degree in Chemical or Mechanical Engineering, (i.e. BSChE, BSME), Bachelor Degree in Science or Industrial Safety.

2. Experience:

At least six (6) years of combined experience managing environmental, health and safety programs to assure compliance with government regulations and company policies.

3. Mental and Physical Abilities:
  • Must be eager to participate in the development of new ideas and/or improvements of existing ones. Should have good situational awareness and be mentally alert with a good capacity for evaluation, analysis and problem solving. Must have the ability to focus, develop plans, cope with stress, use judgment to accomplish results, and good interpersonal skills. Physical; Walking, sitting and standing.
  • Ability to work with computers, database, and integration of information tracking systems. Fluent in Spanish and English, both orally and writing.
C. General Knowledge:
  • General knowledge of Quality regulations and standards affecting chemical, biological and medical devices (i.e. Quality Systems and FDA regulations) is desirable.
  • Position requires knowledge on local, state, and OSHA and EPA regulation.
  • Also, general understanding of general industry safety and health standards (NIOSH, ANSI) is required. Incumbent shall displays knowledge on the design, requirement and use of equipment, facilities and/or process safety devices such as: relief valves, flame arresters, fusible links, Explosion relief panels, etc. and shows expertise in theories, principles and analytical judgment procedures for the performance evaluation of Environmental Control Systems.
  • Display broad knowledge of related disciplines to perform an effective performance evaluation.
D. Problem Solving:

Describe the complexity of analytical or innovative thought required to perform this role, placing particular emphasis on the most challenging aspects of the role or unique environmental aspects (include specific examples).
  • The incumbent will apply principles and experiences to solve a variety of environmental, safety and health problems and recommend the optimal solutions considering government and/or state regulations insurance requirements. Needs to rapidly resolve problems under conditions, which may endanger health, equipment and property. Must constantly sell and persuade a positive attitude towards safety to all employees and members of management. Must be capable of assuring reliable operations in a safe environment through the assurance of proper training program, adequate inspections and fast response to emergency situations.
